at what age can a minor decide to leave one non-custodial parent for the other one ?

18, when they are no longer a minor.

Jay is correct, It is not a decision that a minor makes. However, if one parent petitions the court, the minor's preference is given substantial weight in a modification hearing if the minor is over 14
