am I allowed to leave US with my children

Am I allowed to leave the U.S. while my adoption is being contested in an appeals court by a social services agency (I have a final adoption decree) (the objection concerns my right to adopt as an out of state resident who didn't go through proper Interstate compact route because children were considered ''hard to place.'')

You can do whatever you want so long as there is no order which says you can not leave the country with the children.
