Can a grandmother get a mother for abandonment, if the mother is willing to sign over guardianship to the grandmother?

If you are saying that the signing of a consent to guardianship equals abandonment, the answer is no.

Why would you want to get her for abandonment if she is giving guardianship? Why put the children through a court proceeding that is not needed for their safety and welfare?
