Legal Question in Family Law in Indiana

My boyfriend has a 3 yr old. While he is stationed in Kansas at the time, his daughter stays with his parents in Indiana, his home town. His has joint custody with his ex-wife, but she doesn't raise Taylor seeing how she is unstable. I live accross the street from his parents. I also help with Taylor as much as possible, spending time with her and buying things she needs. They have been divorced for a year now, and she still has no income, residence, or vehicle. She lives off the child support money my boyfriend has to send her each month. She used to be addicted to oxycotin, I am not sure if she still uses, but she has a past record. Davids parents keep taylor full-time, while the ex will randomly pick her up sometimes. Sometimes she keeps taylor w/o giving a heads up. We have recently started Taylor in pre-school, which my boyfriend has payed for. Since the ex has no income and has volunteered to pay half, he deducts it from her child support she recieves. She now asks for the money back so she can pay for bills. She recently has kept taylor and refuses to keep her in preschool. However when she is with her mom, we are worried with how safe taylor is. The ex's boyfriend is abusive and they use togeather. My question is, is there anything we can do to get custody of tay? Or something about child support, where his parents get it instead, seeing as they raise her. Or something where his parents share the joint custody with him instead. We want stability for Taylor and to keep her safe. Jennifer loves taylor, but she is not fit. She already had her other child taken from her. Please help.
