Legal Question in Family Law in Indiana

My brother lives in a group home in Mississippi and has Down's Syndrome. Our Father (conservator) and last parent died last summer and we (the 3 adult siblings) decided that we should share conservatorship over our brother with Down's. When the attorney drew up the paperwork she stated that only one person could be the conservator. Is this correct? I see case law from MS that shows co-conservators in the case of an elderly parent but State code (Sec 93-13-251) puts elderly and unsound mind in the same category of legislation. Please clarify, thanks.
