Legal Question in Family Law in Indiana

Hello my name is Carl and im tring to get custody of my 4 year old daughter. My ex wife and i were divorced back in jan of 2010. She is active duty Navy. she is now stationed over seas and she gave our daughter to her mother. I was called by the grandmother to move from Califorina to Indiana where the grandmother and my daughter live to take care of her because the grandmother didnt want to due to not being paid enought money for childcare. I have 30% custody from the divorce agreement. I now live in Indiana and i want to take care of my daughter. My ex wife never had a family care plan set up before her deployment. I feel I should be the one who has my daughter not the grandparent. The divorce was in California. My ex did live in North Carolina. Does the Soldiers Sailors act cover her on an overseas duty station or just a deployment. She is stationed on ship in Djbouit. She can take leave and she can be present for court therefor i feel she is not coverd under the soldiers sailors act. What do i need to do to get custody of my daughter while she is not here to care for our child. I want her with me and not with the grandmother.
