Can a change in physical custody be made if the current custody agreement (signed by both bio parents) hasn't been in place for a whole year yet without extenuating circumstances??

There is no "one year minimum" for custody arrangements. The parent seeking the change would have to show a change in circumstances which would indicate a change should be made.
