My ex husband bought his 11 year old daughters a cell phone. I disagree with this ''gift''. Am I legally allowed to keep them from using/having this phone while at home with me. I have custody.

You are legally allowed to prevent their use. However, generally the courts encourage communication between the non-custodial parent and the child and in this day and age, it is not uncommon for the courts to allow cell phones if he should petition the court. This is especially true where the phone may be free, there is a family plan or night minutes that allow for no or little cost as opposed to conventional phones. However, you should probably discuss their use with the non-custodial and more important, why the purchase was not discussed with you in advance.
