Child Support

Does my daughter have to see her father for visitation if he lives in Texas and we live in Indiana, he has not paid his child support, has consumed drugs in the past and has gone to jail for it and for driving without a license, has stole my identity before, she has special needs in which she has a mild mental disorder and mild communication disorder, she does not know him if I pursue child support?
