Legal Question in Family Law in Indiana

child support

My daughter is 19 years old and for most of her life her dad never paid child support and when it was taken out of his check, most times I wouldn't see a dime because of TANF of Indiana, but recently child support has started up again in August of this and he is saying the checks belong to my daughter and should be coming in her name, and I feel since I'm penalized for receiving it because of foodstamps and housing and due to the fact that he went many years without paying that I should receive the checks since he was behind so many years, so he has said he is going to change it so my daughter receives the checks in her name. Can he do that and if so,how? And that they will be coming to his home!
