My divorce was in 1996 in idiana, it was based on 40000 ayear, but from 1998 to 2008 i did not make that can I go back and change today and adjust the past

No, you can not go back in the past. Modification in Indiana is retroactive only to the date of filing for that modification. You need to file asap if there is a "susbstantial and continuing change in income."
