Legal Question in Family Law in Indiana

When child support was established the circumstances were very different. He has done zero parenting time since January of 2010. He refuses to pay his portion of our son's ongoing medical expenses. (Our son's diagnosis occurred after the original child support order.) He make more money now and I make much less. However, he is married again and has one child. Do I have enough to go back to court for an increase in child support? Thank you.
