Child Support and Paternity Testing

Yesterday I went to the city hall in indiana to file for a paternity test and I waited 9 years to take one but they told me I was to late to take a test for the child and they locked me up because they said I was behind in my payments but they take my taxes every year that I file and they take out of my pay check every two weeks I get paid so I want to know is it to late to take one and is they wrong for locking me for something that I pay every year and every two weeks?
