Legal Question in Family Law in Indiana

child support

I've recently had my ex served his child support papers, and I was informed by him that the prosecutor in his county told him that since he didn't have a job or a car that I cannot make him pay child support. I've went to IN.gov and tried to do some research of my own with no luck. Is what he's telling me true?

Child support will continue to accrue whether he has a job or not unless a court order says otherwise. If he fails to pay child support, any incoem tas refund can be intercepted, he can be thrown in jail and also can lose his driver's license.
