Legal Question in Family Law in Indiana

We have concerns about my Stepson's living environment with his mom and the way he is being raised. We want to request a hearing to go over our concerns, possibly even request that we be granted physical custody. They live in Indiana. We live in Virginia. What is the best way to go about this?

Where was the divorce or paternity case filed. Wherever that was done is likely to be where the Petition to Modify has to be filed.
