Legal Question in Family Law in Indiana

The custodial parent(mom) is required to pay the first 6% of all uninsured healthcare expenses for the child. The non-custodial(dad) pays the child support regularly, but is not required to pay uninsured healthcare until after that 6% is paid by mom. Mom is choosing to get 11 yr. old son braces now, and wants dad to pay his portion because she states she is paying her 6% upfront. Dentsl is not clear in the order. Is dad responsible to pay the braces bill? The support order is Indiana.
