I am the custodial parent of our 15 yr old twins. Both have dental surgery to have all impacted wisdom teeth out. Can I refuse his overnight visitation on the day of surgery?

When you use the word "refuse" it sounds like you have other issues. No judge is going to make kids go anywhere the day of dental surgery, so yes, you can keep them home in recovery mode. The best approach is ALWAYS to let the other parent know of the surgery, the fact that the twins will need some recovery time, and suggest alternatives, or otherwise be flexible in parenting time requests both ways for the sake of your children.
