custody
if a couple has joint custody, and the mother wants to sue for full custody...because the father is unstable...bi-polar, manic depressive, etc, and constantly harrasess the mother and hints at committing violent crimes against the mother and will just not leave her alone. He keeps trying to force her to take him back, and calls the welfare office and social services anonymously. she is scare and tired of him interfering in her life...she has no money for a lawyer so is there anything she can do

The mother can try to obtain a pro bono attorney or find a way to pay for an attorney. If the father has money, the father maight be ordered to pay mother's attorney's fees.
This is not the type of situation where mother is likely to be succesfull without an attorney
