A daughter is 19 years of age and has autism. She has emotional issues with biological father and does not want to talk or see him. Mother is payee for SSI and takes care of her medical and financial affairs. Father is petitioning court to make daughter have contact with him. Is the father able to legally make daughter talk and visit him?
