Legal Question in Family Law in Indiana

my daughter is 4 years old, her father has never been around until a few months ago he took me to court. he was ordered supervised visitations and ordered to pay child support, He has cancelled half of his visitations due to no funds, hes job-less so isn't paying child support either. My new husband wants to adopt her, is it possible since her dad is cancelling visits, and hasn't financially supported her for 4 years to get his rights involuntary terminated? we live in Indiana
