Can anything be done if my daughters father and step mother is calling her a cross dresser? She is only 8

Name calling can be damaging and can be punished by a court. If you personally have heard them use these words to the 8 year old, then tell that to a counselor for the child and let him/her sort it out. If this is just what you have heard secondhand from the child or others, then you should address it with the father to try to find out what is going on.
