Denied for no contact/ restraining order

my cousin left her boyfriend after he physically abused her. She went to court to get a restaining order against him as her has been calling her at work, showing up at her new home, put her new room mate in the hospital, damaged her car and has been making threats. The court denied her the no contact / restraining order. What can she do now, is it gonna take her getting seriously injured or dead before the court system will help. Please help me, what advice can I give her to help?

I would need more facts in order to answer that question. It seems very strange that the court would deny the order based on the facts presented.
