Legal Question in Family Law in Indiana

My divorce was final April 6, 2009. My ex remarried May 13, 2009. He has no income, no property, nothing to place a lien on for his growing arrearage. (Over $7000). His current wife owns a trailer and a car outright with no liens. Is there any way to put a lien on her car/property to enforce his support obligation? OH! Divorce was finalized in Evansville, Vanderburgh County, Indiana. His current wife and he are located in North Windham, CT.
