can a parent that is passed due (actually has never paid ) on child support claim that child as a dependent on thier taxes.

This is a much more complicated question than it seems. The tax claim should be made by the custodial parent unless assigned to the non custodial. Most courts order that the exemption be alternated if jsut one child, ors split of more than one if support is current.
