In a divorce where one spouse keeps the property, and that person can not re-finance the property to get the others name off the mortgage, is there something that can be filed with the courts to force the mortgage company to remove the parties name from the mortgage?

No. The divorce court does not have the power to change the legal rights of persons or companies that are not party to the divorce, including mortgage companies.
