Legal Question in Family Law in Indiana

i have been divorced for approx. 4 years, we agreed on joint custody with me being the primary caregiver to the children. i moved to re-establish myself and had the father keep the girls till i did that. he in turn needed the child support back in his home and he said in order to do that i needed to sign a paper making him primary caregiver which was verbally agreed that after i got settled i would get the girls back. now he wont do that he curses at me and hangs up. i only get to see my girls every other weekend and that is it. not even an extended stay in the summer. what can i do? i want my girls back.

Hire an attorney and go to court to obtain or regain custody.

Hire an attorney to modify custody. In the future, do not trust him unless you have things in writing that thoroughly explains things and truly showes your intent. I am willing to bet that the papers did not say that the change was temporary.
