How can I go about getting emancipation papers on a 17 yr old

Not sure what you mean. If you are seeking to emancipate child as one of the child's parents for support purposes, see your divorce attorney. If you are not one of the parents, you have no standing to ask for it for child. The child can ask, but that is hardly ever a good idea.
