Family Fraud Situation

My brother stole my deceased father's identity, used my father's identity to get himself added onto an old credit card which was in our father's name, and then within 2 months maxed out this card. He and his wife then, got cards under my father and mother's card and has since maxed that card out. He also changed the address on both cards to make the credit card company think that my dad (deceased for 9 years) and mother both moved to Tennessee when she is actually still in Indiana. What kind of charges can be brought against our brother and his wife for their actions? We want him prosecuted for what he has done since this has badly affected our mother.
