Legal Question in Family Law in Indiana

my father's son has refused to pay child support of $64.00 in the last three months in 2013 should I report him? Also he owns my parents $25.00 in medical bills, he payed once in August of 2012, and has not pay from September 2012 to march 2013. My parents did write to his lawyer but did no good? Should I report this also because these were both on the same court order?

Sorry, don't understand this post. What does your brother (your father's son) have to do with this, and why does he owe money to someone?
