guardianship of sibling

I have a mentally handicapped sister, who myself and my siblings think my parents are abusing. The four of us want to attempt to get shared legal custody of her, without her being put into an institution while we fight to get custody. What is the best way to go about doing this with the least amount of stress for my sister?

Petition the court for guardianship. There shouldn't be an institution involved as long as a party is willing (and fit) to have guardianship.

Both parties will need an attorney for this.
