If I hand write a letter granting guardian ship to my brother and have it notarized is that enough or do I need a lawyer?

Whose guardianship? Any order has to be approved by a court. If you are the allegedly disabled person, he may still need more evidence, though your consent to a guardian being appointed for you will be helpful.
