My husband adobted his wifes daughter and is not the biological father. the bio father gave up his rights. Husband and wife at that time got divorced. He had physical custody of the 13 yr old. The husband was told he couldnt give up his rights on the 13yr old by the ex wife. can he? can he sign his rights away to the grandmother?
