Legal Question in Family Law in Indiana

my husband's ex wife is the costodial parent of his 5yr. how has been physically abused by his 11 yr old sister. cps has been called several times about this matter and nothing seems to be getting done. what are my husbands options to keep his 5yr safe from his sister
