Legal Question in Family Law in Indiana

Joint Legal Custody

EX and I have joint legal of our two daughters. What happens if we cannot agree on anything as far as education? Example our oldest has been in special ED for 11 years Now he wants her out and put in regular ED against the advise of all teachers and myself. He now claims he had no knowledge of her disability. She was in for 5 of our 8 year marraige. (He signed for her testing to be done at 4 years old). So how does ''joint legal decisions work when we can't agree. We do not have a working relationship what so ever.
