can a judge court order a pregnant girl to establish dna prior to giving birth and order her to contact the courts within a time frame to let them know she has had the child so the father can file for parent time

The father has to file with the putative father registry and then file a paternity action after the child is born (absent premature birth, he should be able to count) to establish his rights. There is a slight risk to the bay of dna extraction prior to birth, and I don't know of any judge that would assume that risk.
