judicial review??

Can I write to the Superior judge to request him to review the actions of his appointed magistrate, who is bias in my case and has allowed ex to purge himself repeatedly, she has chosen to ignore his comtempt and seems to forgert the fact that he is over 20000 in arrears. It is acutely obvious that she favors him, while others are getting grilled by her for 500 dollars in arrears muy ex gets his additional wkly arrears amt lowered even though the arrearage has doubled in 13 months time.
