Becoming Legal Gaurdian

Can the boyfriend(me) of a childs mother adopt or become the legal guardian of the child? Myself and the mother are the primary caregivers for the child. The biological father visits regularly(once a week for a couple hours). The biological dad does not pay any sort of child support and no legal agreement has been made between the biological parents regarding the child. The child is 7 months old and I(the boyfriend) have been number 2 caregiver behind the mother since the child was born.
