Can maternal grandparents and the spouse of maternal grandfather adopt grandson? Parental rights are being terminated involuntarily.

This question sounds like 3 people would be adopting, and the answer to that is no. A couple related to the biological parents have the right to ask to adopt the child, but the court may not approve it depending on the reasons for the termination.

I agree with Jay. It sounds like you are asking whether three people can adopt. Assuming that all conditions are met and that it is in the best interest of the child, certainly the Maternal grandparents(2) would be among those who would be preferred.
