Legal Question in Family Law in Indiana

Mom and dad have 3 kids....mom gave 2 of the kids to dad when they were 6mths old...she gave the other kid to her aunt....kids are now 2 15yo's and 1 13yo....The 15yo's went to live with mom about 2yrs ago...mom currently owes dad about 20000.00 in back support....13yo is still with aunt....the prosecutors office wants to cancel dad's support for the 15yo's out since mom owes him so much back support...however, they want mom and dad to pay aunt support for the 13yo. Dad last paid aunt on jan 30th 2010; mom paid april 24th 2010(involuntairly)....the question is....why does the court keep trying to put dad in jail, and mom is so far behind in support, but they aren't doing anything to her...she isn't even attempting to pay. And why is it that the court wants the aunt to get the most money for 1 child?; and can dad demand that the aunt either return the child to one of the parents, or adopt the child and suspend his rights?
