Mother moves out of state with children

My husbands ex-wife moved out of state to Indiana without telling us, calls us up on the day the kids insurance runs out and asked us to put them on the insurance because she will have to pay $400. a month other wise. I told her that are insurance doesn't cover out there, which it doesn't. My husband has had know contacts with the kids in almost eight years because of her, through the courts he still has rights. Should he just give up his rights? How would that change things?

Your husband can still assert his rights. She had no right to take the children out of state without his permission.

He should contact his children, regardless of the mother. Children need two parents.
