can a non custodial parent and a cutsodial make an agreement regarding the amount of money for child support despite a court decree?

Not despite it. Any agreement the two parents reach on support MUST be approved by the court to be binding on either party.

You can agree to an amount that is different than the decree. However, you must obtain court approval for any modification that you make to the decree. You should seriously consider hiring counsel to assist you.
