Legal Question in Family Law in Indiana

Can a non custodial parent "transfer" their visitation rights to a grandparent when distance is a factor, but they are able to visit? Can you site the fed./ state law? (indiana)

There is no such thing as a transfer. However, you may be able to expand upon the grandparents rights provision with a best interest of the child argument. You really should either reach an agreement with the custodial parent, if possible, or hire an attorney as this is not a black and white situation. You can find the provisions you are looking for in chapter 31 of the Indiana Code. Good luck.
