Legal Question in Family Law in Indiana

How is an order for post secondary education enforced. I have amount in order from the court and NOTHING has been paid. Also same judge stated today "I don't think post secondary education monies can be reduced to judgement ". Really then why the law. Why did I spend all my time and money getting an order with amount FOR my child to complete four years of higher education at Purdue when NO ONE IS ENFORCING THE PAYMENT
