What would it take for a parent to alter LEGALLY a childs bithdate

Are you saying that the birthcertificate or is it correct but you want to change the actual date of birth?

You can't. It would be fraud to list on a birth certificate or any other document that a child born April 7, 1990 was actually born April 17, 1990.
