can the parent of a child say no to corpral punishment, ie... harsh spanking and smacking, by the opposing step-parent?

If the custodial parent, yes. If the noncustodial parent, would have to get the court to say this.

Yes, and generally there is no prohibition against corporal punishment so you would have some burden of proof issues unless there are scars etc.
