what to do when one parent does not exercise awarded visitation

my friend has joint custody with his ex-wife.she is the custodial parent and is supposed to be with the children for at least 50 percent of the time.however,ever since the decree has been put into place she does not want to get the children hardly at all.he has the children at least 25 days and nights per month and he pays child support as though the decree is being followed like it is stated.what can he do as a non-custodial parent to make things fair for the children and for him?

He should file a petition to modify physical custody and/or support, seeking a larger credit against his obligation for the extra time the children spend with him.
