if a parent vontarialy gives up their parental rights do they still get to have visits with the children even if they are adopted

No visits, no contact, nothing, unless the adoptive parents allow it.

The only exception is if there was an agreement filed with the court approving an open adoption arrangement, and there are specific statutory restrictions as to when that can happen.
