Legal Question in Family Law in Indiana

Part of our tax refund was taken by the state due to a supposed delinquency in child support. The amount they quoted us was wrong and we assumed once everything got registered in the system, they would return the money to us. When we asked about when we could expect to be reimbused, they said the state could hang on to the money for 6 months. The money was taken in January, it's now August and we have not received a reimbursement and they are still taking extra money from his paycheck each week for the arrearage. How do we get them to give us our money back?
