Who pays

Can the judge make him pay for a divorce.

Your question is very vague. If you wish to file for a divorce and have no funds, you can ask the court to waive the filing fee. You may qualify for pro bono services (free legal services) but would have to check locally with the judicial district's pro bono office. Additionally, if there is a great disparity between your income and his, a court may order him to pay for your lawyer's fees.
