Pension Problems

I receive a pension thru a quadro order. I recently received a letter saying that they have over paid me $14,011.64, and this must be paid back to them. They say this overpayment is fro 05/01/04 thru 03/01/08. Is this legal? I had no way of knowing what amount I was suppose to be getting. I am 67 years old and this was my house payment. Is there anything I can do? Why wasn't this account flagged if it was suppose to change?
